Dr. Bowmer brings expertise, leadership, and over 40 years of experience in medical education and healthcare. An internist, infectious disease specialist, and researcher, he has been involved in advancing medical education on both national and international levels throughout his career.
A graduate of McGill University (B.Sc. 1965; MD 1969) with postgraduate education in internal medicine and infectious diseases at the Royal Victoria Hospital and McGill University, Dr. Bowmer joined the Faculty of Medicine at Memorial University in 1975. Over his tenure, he served as Assistant Dean for Postgraduate Medical Education, Chair of the Discipline of Medicine, and Dean of Medicine from 1996 to 2004. As the first Chair of the Board of the Community Health St. John’s Region, he oversaw the amalgamation of five separate services into one cohesive institution. He also served as a member and, subsequently, Vice-Chair of the Federal Health Council of Canada. His clinical research expertise concentrated on HIV/AIDS care, where he has chaired national working groups and co-edited a comprehensive guide for healthcare providers.
